[CARPA] Request for advice on RHEF asthma program

One issue I think needs to be addressed is asthma care plans, according to
the world health organisation the biggest success in asthma comes from the
use of asthma care plans. We serve a large tourist population not once has
an asthma patient had a care plan.
I spoke to our asthma nurse to see if she could get these people started on
them, she said it was up to the Dr (we have a private practitioner 3 days
per week) and he is reluctant, he dosn't talk much so she does not know why.
Can this be clariffied I feel we are dropping the ball on a very inportant
issue
