[CARPA] Expression of Interest

CARPA has called for an expression of interest for a content management
system to enable the CARPA manual and accompanying manuals to go
electronic. 

This will be circulated through a few contacts we have in the IT
industry, but if anyone knows of anyone who may be interested, can you
let them know. We need to get this out as widely as possible.
