The centre for 'independent' studies is a right wing propaganda unit (they
call it a think tank). It has many prominent ultra right wingers associated
with it including Gerard Henderson and Keith Windschuttle.
Being economic political lobbyists they would be more concerned about the
shame aboriginal health brings to Australia rather than actually fixing the
problem. As economists and politicians they regard humans as equivalent
labour units rather than individuals who are the product of their
upbringing, education, social and physical traumas.
They suffer from a lack of exposure to reality.
It is hardly surprising that an economist associated with this unit would
produce a glossy treatise shifting the responsibility and blame back onto
the products of 180 years of racism.
If you want to read more of the same propaganda stream read Keith
Windschuttle's (How to write a )"Fabrication of Aboriginal History" in which
he almost turns Tasmanian Aboriginal history into justifiable genocide.
